"Rufe" was only one of two types of single-seat float seaplane fighters of modern design to participate in combat during WWII. The Japanese Navy instructed Nakajima to build a float plane version of the Mitsubishi A6M2 Model 11 (without folding wingtips).

They were deployed in the Solomons and Alaska, and in the closing months of the war, several occasionally intercepted attackers from their base at Lake Biwa on Honshu. A total of 327 built between December 1941 and September 1943.
